Participants of the Regional Blended Learning Course Visit the Administrative Court
On Thursday, 4 September 2025, from 09.30 to 12.30 hrs., at the Administrative Court Premises, Chaeng Watthana Road, Bangkok, the President of the Supreme Administrative Court assigned Dr. Vishnu Varunyou, Vice President of the Supreme Administrative Court to deliver a welcome address to the participants of the field component of the regional Blended Learning Course (BLC) jointly organised by the Raoul Wallenberg Institute of Human Rights and Humanitarian Law (RWI), the United Nations Environment Programme (UNEP), and the United Nations Economic and Social Commission for Asia and the Pacific (UNESCAP). Mr. Visoot Vachamastienhul, President of the Central Administrative Court, also joined in welcoming the delegation on this occasion.
During the study visit, the participants attended briefing sessions on the topic: “Background, Roles, and Jurisdiction of the Administrative Court of Thailand” and “Strengthening Legal Measures in Response to Environmental Impacts: Advancing Environmental Justice and Human Rights in Southeast Asia” the lecture were delivered by distinguished experts from the Administrative Court, namely Dr. Saitip Sukatipan, Honorable Justice of the Supreme Administrative Court; Dr. Prapot Klaisuban, Honorable Justice of the Supreme Administrative Court; Dr. Chanwit Chaikan, Honorable Justice of the Rayong Administrative Court; and Mr. Navapornpon Chaisiri, Administrative Case Official, Professional Level, Bureau of the President of the Supreme Administrative Court. The study visit also included an observation of an administrative trial, which allowed the participants to witness the oral hearing process before the adjudicating panel. This process ensures fairness, balances the public interest with individual rights and freedoms, and provides guidance for good governance practices through the Court’s ruling in order to deliver administrative justice to the public.
The participants of the regional Blended Learning Course comprised mid- to senior- level legal professional from ASEAN member states, including public prosecutors, environmental lawyers, and representatives from National Human Rights Institutions (NHRIs). The study visit to the Administrative Court formed part of the regional BLC programme, designed to strengthen the capacity of participants form ASEAN member states to apply human rights and gender equality frameworks in addressing environmental challenges and climate change.
