Miss Radaphat Chongthammakun, Deputy Secretary-General of the Office of the Administrative Courts, travelled to take part in a study visit under the “Dialogue Programme” on the topic “State Modernisation and Digitalisation in Thailand: Impulses from and for Germany”, held from 20 to 26 September 2026 in Berlin, Federal Republic of Germany, with budgetary support from the Konrad-Adenauer-Stiftung.

       For this study visit, Miss RadaphatChongthammakun was invited as one of six distinguished representatives from Thailand’s legislative, executive and judicial branches, taking part in high-level meetings together with policymakers, decision-makers, and members of the Parliament from the German Bundestag, various federal ministries, and other relevant agencies, such as the German Bundestag, the Federal Ministry for Digital Transformation and Government Modernisation (BMDS), the German Federal Foreign Office, the GovTech Campus, and SAP AppHaus Berlin, as well as taking part in the AI, Data und Quantum Summit 2026 (Bitcom) and the Creative Bureaucracy Festival, which serve as international platforms for exchanging knowledge on public sector innovation.

       Participation in this programme will directly benefit the Office of the Administrative Courts in learning approaches, structures and lessons from the Federal Republic of Germany, a country that is likewise undergoing public sector reform, particularly best practices in digital case management, the reduction of bureaucratic obstacles, institutional change management, as well as the development and utilization of AI for people-centered public service delivery which can subsequently be adapted to suit the context of Thailand’s administrative courts. It is also a valuable opportunity to strengthen academic cooperation between the Office of the Administrative Courts and Konrad-Adenauer-Stiftung over the long term.
