Symposium on the Occasion of the 25th Anniversary of the Administrative Court of Thailand
On 9 - 10 March 2026, the Office of the Administrative Courts hosted a symposium on “Looking Back and Looking Forward: 25 Years of the Administrative Court”, held at the Supreme Administrative Court Building, the Government Complex Building C, Bangkok, to celebrate the 25th Anniversary of the Administrative Court of Thailand.
The detailed schedule of the symposium was as follows:
On 9 March 2026
10.00 hrs. Mr. Prasitsak Meelarp, President of the Supreme Administrative Court, delivered the opening remarks. Mr. Jait Satawornseelporn, Secretary-General of the Office of the Administrative Courts, followed with a reporting speech. This was followed by a video presentation featuring interviews with Professor Dr. Ackaratorn Chularat and Professor Dr. Vorapot Visrutpich, both former Presidents of the Supreme Administrative Court.
11.00 - 12.00 hrs. A keynote speech on “Looking Back and Looking Forward: 25 Years of the Administrative Court” was delivered by Professor Dr. Amorn Chandarasomboon, former Secretary-General of the Council of State.
13.30 - 16.30 hrs. A special lecture on “The Fundamental Values of the Dual Jurisdiction System: Past and Future” (Les valeurs fondamentales de la dualité des ordres de juridictions entre leur passé et avenir) was delivered by Mr. Rémy Schwartz, President of Studies, Research and Cooperation Section of the French Council of State and Secretary-General of the International Association of Supreme Administrative Jurisdictions (IASAJ). Mr. Prasat Pongsuwan, President of Personnel Administration Division of the Supreme Administrative Court, served as the honorable interpreter for this session.

09.00 - 12.00 hrs. A symposium on “Looking Forward: 25 Years of the Administrative Court - Perspectives from Outsiders” featured distinguished panelists: Mr. Udom Chinnawong, Deputy Director-General, Administrative Litigation Department, Office of the Attorney General; Professor Dr. Somkit Lertpaithoon, Faculty of Law, Thammasat University; Associate Professor Dr. Aua-aree Engchanil, Faculty of Law, Chulalongkorn University; and Assistant Professor Dr. Bajrawan Nuchprayool, Graduate School of Law, National Institute of Development Administration (NIDA). Mr. Jait Satawornseelporn, Secretary-General of the Office of the Administrative Courts, served as the moderator.
13.00 – 16.00 hrs. A symposium on “25 Years of Judicial Review of Administrative Power by the Administrative Court: Landmark Cases” featured distinguished panelists: Mr. Pranai Vanichchanon, President of a Chamber of the Supreme Administrative Court; Mr. Wachira Chobtang, Judge of the Supreme Administrative Court; Mr. Anucha Hunswasdikul, Judge of the Supreme Administrative Court; and Mr. Ittiporn Jirapattanakul, Former President of the Administrative Court of First Instance, attached to the Supreme Administrative Court. Miss Saitip Sukatipan, Judge of the Supreme Administrative Court, served as the moderator.
The symposium was attended by the President and Vice Presidents of the Supreme Administrative Court, Administrative Court judges, and executives and personnel of the Office of the Administrative Courts. Participants also included government officials, representatives from administrative agencies, domestic and international cooperation partners of the Office of the Administrative Courts, and the general public. In addition to the on-site event at the Supreme Administrative Court building, the symposium was also broadcast live via Cisco Webex Meetings, the Administrative Court’s online learning center (ALL Cloud), and the Office of the Administrative Court’s Facebook page.
