Judge of the High Court of Cassation and Justice of Romania – Administrative and Tax Litigation Chamber participating in the 2025 Exchange Program for Judges of the International Association of Supreme Administrative Jurisdictions (IASAJ)


     Mr. Vasile Bîcu, Judge of the High Court of Cassation and Justice of Romania – Administrative and Tax Litigation Chamber, took part in the 2025 Exchange Program of the International Association of Supreme Administrative Jurisdictions (IASAJ), held from 2 to 15 November 2025 at the Supreme Administrative Court of Thailand. The activities included a courtesy call on the President of the Supreme Administrative Court and exchanges of experience with administrative judges. The study visits to the Administrative Court encompassed a tour of the Public Law Library and the Administrative Court Museum; attendance as an observer at the first hearing conducted by the Supreme Administrative Court and the Administrative Court of First Instance; visits to the Courtroom, Trial Room, Case Filing Units, Consultation Room and Facts Inquiry Room as well as the Public Service Center. A detailed presentation of the “e-Admincourt” system and a briefing on the use of the e-Court system were also delivered. The external study program comprised study visits to the Constitutional Court of Thailand and to the Office of the Ombudsman. A courtesy call on the President of the Supreme Court of Thailand, followed by a study visit to that high court, also took place. In this occasion, Judge Vasile Bîcu had the honor of delivering a lecture entitled “The Structure and Role of the Romanian High Court of Cassation and Justice: Administrative and Tax Litigation Chamber”, addressed to the personnel of the Administrative Court and the Office of the Administrative Courts.
